Despite 75% of House members supporting #HR392, the bill has failed to receive so much as a Judiciary committee hearing. Yet appropriators quickly passed it. They also reformed the broken #H2A & #H2B programs, both of which have long had bipartisan support in the House
They also protected the DACA eligible population from deportation and stopped the implementation of Sessions' guidance banning immigrants from claiming asylum on the basis of domestic and gang violence.
There is no doubt that these changes *should* move through the committee of jurisdiction, Judiciary, but members have essentially abandoned regular order after desperation to get reforms to the legal system has received no response from the committee.
Long uncertain road ahead: 1) House Rules Committee (GOP leadership) has to keep the changes, 2) full House must pass, 3) House-Senate negotiators must keep in joint bill (they didn't last year), 4) that bill needs to pass both chambers, & 5) Trump has to sign--would he?
I should clarify that Judiciary has moved some immigration legislation, such as the Ag Act which reforms #H2A, but nothing on a bipartisan basis which is what is needed for something to become a law. House appropriators found a way to do so yesterday. That is what is significant
I'd guess Congress won't get a spending deal before fiscal year end (Oct 1), so the most likely scenario is Congress passes a temp. extension til post-election (Nov 6) & then it gets combined with other spending bills, then we'll know what's still in there & then voted on in Dec
