Every demography & geography is different. The nature of social mobility, changes to residual income & residual time, mean retail market fit AND availability must be different. Not only that, it changes over time.

The restrictions on opening hours comes form a time when there was a lot of residual time during the day. This was mirrored across the world (source: @pewresearch)
As well as antequated views, those days also had a cost of living which was lower relative to salary. This huge reduction in residual income over time has meant less parents stay at home & more childcare.
The problem with childcare, is it reduces the number of people with childcare duties (eg 8 children per adult versus to between 1 and 4) & those adults don't take the children out, as they're of course, at work.
So the parents are at work. The adult carers are at work. Leaving only outdoor workers & retirees for local retail footfall & many of the latter have themselves, less residual income than 10 years ago. As state pensions have to go further, for longer.
Which itself, creates a major drop in disposable income per "viable" person in that footfall. Plus, even that isn't distributed evenly. It never has been.
Standard opening hours not only cause local retail problems, it also gives larger supermarket chains a distinct advantage. They simple have to open out of hours to steal a march on all local retail, while also servicing the obvious demand in post-6am shopping footfall.
Yet, the solution is surprisingly simple.

Open out of hours.

This has other distinct advantages.

1. You can drop your kids off at school
2.... AND pick them up.
3. Stagger childcare responsibility with any partners

(seriously, why put up with this all day by yourself?)
That cuts down childcare bills, sure. But it also spreads demand across the day, which is a benefit to society and business as a whole. Opening times can even vary per geography, industry and much more.

The math is complex. But it's very doable through really simple ideas. /END
