1. Before the onset of welfare programs in the USA, immigrants were REQUIRED to enter the USA LEGALLY, with health screenings (could stay if healthy, if not, sent home), AND HAD TO PROVE THEIR ABILITY TO SUPPORT THEMSELVES for at least one year in the USA. That was good.
2. AFTER the onset of welfare programs (Roosevelt culminating with Ted Kennedy and more socialist Dems), "immigrants" arrived in the USA increasingly illegally, underwent no testing, couldn't and wouldn't in many cases speak English, depended on welfare to survive. BAD
3. So the availability of welfare in the USA has radically changed what the US population is by way of immigration, both legal and illegal. Earlier, non dependent immigrants worked to contribute (to the USA, to themselves); after welfare, people arrived expecting to be supported
