It's actually not "the rules." Seeking asylum at the border is not a crime. Illegally crossing into the border is a misdemeanor offense under federal law. And there was zero law, rule or policy on separating child migrants at the border until Trump changed "the rules" in 2017.
And while we're at it, here's a list of federal misdemeanors for which it would be absurd to separate children from parents over:

-Writing on currency
-Misusing the image of Smokey the Bear
-Violating the rules of NASA
-Lying in a business email
-Mailing lottery tickets
