Kelly will be the third woman Governor of Kansas. Joan Finney was the first woman governor and Kathleen Sebelius was the second.
20. NBC News: Heidi Heitkamp projected as losing the Senate race. Kevin Cramer's victory leads to the second Republican Senate pickup of the night (the first being Indiana).
21. NBC News is projecting that Ted Cruz will be re-elected.
