Like it or not, proposal 2 passed in Michigan and our Constitution will be amended. It’s a very good idea but too vaguely executed. There are measures that can firm up the integrity of this new system of drawing Michigan congressional districts.

This newly formed committee is based on political leanings, looking to strike a balance. Of the 13 members, there are to be 4 republicans, 4 democrats and 5 independents*.
Sounds great right? Nice and politically diverse, a poly-partisan committee of 13 selected citizens.
*independents do not affiliate with either of the 2 major parties or no party at all.
There is a problem with that. It’s all self identified. To be a republican, simply write republican on the form. Michigan has open primaries. There is no real way to verify party alliance.
We need to better secure the integrity of the selection pool.
Closing the primaries in Michigan would achieve this. Individuals would then have to register one way or the other to participate accordingly.
After all primaries are for parties to internally select THEIR candidate.
Forcing individuals to make a party affiliation decoration, if any, will best insure the integrity of the selection pool as practically possible.
Much better than stating one way or other absent verification of any kind.
Another concern in the selection process; the SOS is to “randomly select” 30 republic and democratic applications and 40 independents to submit to various congressional leaders to ultimately choose from.
Of the 5 million registered votes in the state, it’s safe to assume tens of thousands of applications will be submitted to the SOS. Of which the SOS 'randomly selects' just 100 to be considered by the Legislative body for the 13 chair committee.
Demands for transparency in this process should be made. The language in the constitution is too vague in itself.

I really hope we get more specific than this once we this get under way.
2020 is right around the corner.
This will be a very powerful committee, they have been granted several unchecked powers against the legislators and states Supreme Court.
In the face of those facts; integrity and transparency in the selection process is paramount.
Step one is closing Michigan’s primaries. This could be a very tall order, but an order that must be filled.
