So, the #aabill passes, what does that mean?

I'm going to hypothesise and talk slightly outside my area of expertise, but bear with me
Does this mean encryption is going to be broken in Australia?
Nah, probably not. If you want to intercept end-to-end encrypted messages (iMessage, WhatsApp, Signal etc), the easier place to do this is at the endpoints, not in the middle
Back-dooring all the various messenger apps would be a massive, global change, and would involve authorities playing whack-a-mole as their targets move to new apps and protocols
The same aims can be achieved much more simply by compromising the client-side device (phone, PC, etc). For some devices (iPhones), this is currently difficult for authorities to do. For other devices (Windows PCs), it's less difficult
So I think that instead of using #aabill powers against say WhatsApp, we'll see the government using them to force companies like Apple to provide access to specific devices.
In the past, Apple has been reluctant to cooperate with Law Enforcement, electing to lawyer up and contest FBI requests for assistance to access a locked phone. How they respond to these types of requests in Australia is anyone's guess
If companies comply, what would that look like? Hard to say. I would imagine they'd build on existing Mobile Device Management functionality present in the devices, but make it invisible to the user of the device
I'm not sure what this would look like for Android devices, because updates to devices don't come directly from Google (apart from pixel/nexus), they come via the handset manufacturers
The question is, do Android/iOS currently have the capability to have transparent updates pushed to them? I have no idea, but I wouldn't imagine so.
The introduction of such functionality would (arguably) introduce a "systemic weakness", which the bill says it can't do. So in conclusion, despite thinking about this a lot, I still have no idea how the #aabill is technically going to work
