1/ Another customs thread. This time on #customs formalities and #Backstop . Backstop envisages a #customsunion with simplifications. It mentions that a movement certificate, A.UK, will be required. No mention of customs declarations.
2/ Movement certificate demonstrates that goods are eligible for trade under a customs union. Is certified by e.g. a Chamber of Commerce. Declarations do more than that. They are entered into the national customs system and enable customs authorities to collect customs data.
3/ Much more info on a declaration than on a movement cert. Some of the most important fields include commodity code, value of goods, country of origin and customs procedure. Would imagine the UK would still like to collect this data for various reasons even under backstop.
4/ There’s been a debate on whether declarations could be removed under backstop/CU and whether a A.UK would be enough. First, how would customs authorities collect the data? Second, how would this be lodged in the customs system (CHIEF/CDS)?
5/ Data from declaration is used to: apply tariffs & trade policy measures, monitor special customs procedures, for statistical purposes etc. No tariffs, quotas, origin under backstop but still need to know what’s coming into the country and have an overview of customs activities
6/ Here is a 2-part breakdown of data fields for 3 customs documents: entry summary declaration submitted before arrival of goods, full customs declaration and a movement cert (based on the one used for Turkey). Clear differences.

8/ Seems clear movement cert by itself will not suffice. 3 options here:
1) Customs declarations will be required
2) Summary declarations will replace customs declarations
3) A.UK movement cert will be expanded and somehow connected to CHIEF/CDS (difficult)
9/ Interested to see what the UK gov will do. Not an easy task. / end
