NSA talking points are usually the result of intensive interagency coordination - I know because I used to help prepare them. NSA Bolton, if he followed SO, worked on the content of his public and private messages with DoD and State to ensure they, at least, reflect reality.
Typically, an NSA would brief the President on the objectives for a high stakes trip to the Middle East in advance, including proposed messaging on hot topics like Syria.
And the Secretary of State sings a different tune - we’re leaving, fully, but our mission won’t be impacted. Logically speaking, that just doesn’t make any sense. state.gov/secretary/rema… via @StateDept
