Two things.

1. Trump doesn't believe in telling people what he's going to do, supposedly for "the element of surprise" but also because he fears looking weak if he changes his mind. That's why he gives "Maybe, maybe not. Who knows?" answers to easy questions.
2. Trump believes in very little, but he is a big believer in his gut and the infallibility of his own instincts. If he has been talked out of declaring a national emergency, convinced it is a bad idea, but he gets up there and he's feeling ornery and powerful, he'll still do it.
So my guess would be that he's actually on the fence and doesn't plan on making up his mind until he opens his mouth and sees what comes out of it. That way, he hopes no one can say he was wrong or that they swayed him or that he caved.
