I'd like to take a moment to recognize the valuable contribution that @LizaGoitein has made over the past year plus in the area of emergency powers, work that has become incredibly relevant this week...
With her colleague @RachelBLevinson, @LizaGoitein convened a scholarly working group in the fall of 2017 to explore emergency powers and their potential use in the Trump era....
...she and her @BrennanCenter colleagues stayed on this beat since then, providing valuable resources like this one summarizing emergency powers authorities and historical application: brennancenter.org/analysis/emerg…
Completely prepared for this moment in time, the body of work on emergency powers is summarized and accessible in this @TheAtlantic piece: theatlantic.com/magazine/archi…
And @LizaGoitein further summarizes her research and outlines the law on emergency powers in this intvw with @NewsHour here:
...Back in 2017 at the her convening of academics & practitioners, it was clear that the project would provide an important service. Indeed, I was already concerned w/the potential for Trump's abuse of DHS authorities in particular...
...and several of us understood then that this administration would provide both a challenge and opportunity for Congress to reassert itself in national security decisionmaking....
...important to recognize that the work by @LizaGoitein @RachelBLevinson & their colleagues on emergency powers was a long time in the making, was done deliberately and thoughtfully, and is providing an incredibly valuable resource in the present moment!
