Assad blocks access to Damascus for EU envoys?

EU diplomats were allowed to go in & out without ever visiting the Foreign Ministry as they adhered with guidelines given to them by their capitals to shun contacts with Syrian Govt.

The January change announced by Damascus now requires diplomats to get a single entry visa for every visit. There will be and no more multi-entry annual visa for those who don’t have a residency in #Syria
#Norway has been the bright exception. Its diplomats have had a residency and they are have been spending long periods of time in Damascus every month while meeting with multiple parties
As @sandlogs reminds us, #Norway is not part of the EU and hence is able to conduct its own policy without being tied down by top down EU guidelines. Which Govt in the world would allow diplomats to have multiple entries and go on and out without ever talking to the Govt itself?
