THREAD: 1/7 Today marks 30 years since the start of the #Roundtable talks that negotiated #Poland's transition from 'Communism'. It should be remembered what were the economic agreements made at these talks and how the promises made there were subsequently broken #okraglystol.
/7 The talks (in which the Solidarność and OPZZ TUs participated) agreed to create a 'social market economy', with a pluralistic ownership structure and workers' self-government. The principles of full employment were to be respected and labour and welfare protections built.
/7 In particular the trade unions pushed for protections of workers against rising prices, winning agreements on the indexation of base salaries and other wage components.
/7 This was not just an agreement made by the government and opposition but a public obligation made to society that had suffered from a decade of marshall law and then heavy austerity, which had increased after Poland joined the IMF and World Bank in 1986.
/7 The shock-therapy reforms were an undemocratic betrayal of these agreements, carried with no social consultation. 16 laws were presented to parliament in December 1989, voted on the during xmas period and implemented from January 1 1990
/7 Over 5 million Poles (26 percent of the labour force) moved out of paid employment during the first three years of the transition, Those living below the social minimum grew from around 15 percent in 1989 to 57 percent in 1994.
/7 The book by Tadeusz Kowalik (an advisor of Solidarność during the strikes at the Gdańsk shipyards) is an excellent source of information about this undemocratic process. monthlyreview.org/product/from_s…
