Philly Deputy Commissioner Custodio says that “all...[voting] systems under committee review met the recommendations by the...Blue Ribbon Commission.” That is false. The BRC recommended against barcode systems like the ES&S ExpressVote XL. cc: @DeeleyforPhilly @ChrisDeluzio 1/
Here is the article in the Philadelphia Weekly reporting Custodio’s statement (which as shown below is a false statement). @AndreaJCantor philadelphiaweekly.com/news/selection… 2/
3/ Here is the Blue Ribbon Commission report which states twice on page 64 (endnotes 49 and 53) that “the commission does not recommend systems with barcodes or QR codes, as they are not human readable.” cyber.pitt.edu/sites/default/…
4/ Here is a twitter post by @PittCyber, which was part of the Blue Ribbon Commission, stating that the “future of #electionsecurity is not touchscreens and barcodes...” ES&S’s ExpressVote XL is a TOUCHSCREEN BARCODE ballot marking device.
5/ Here is a post by @ChrisDeluzio who helped write the Blue Ribbon report emphasizing that “The Commission does not recommend systems with barcodes, as they are not human readable.”
6/ To be sure, these warnings could & should have been made more conspicuous in the Blue Ribbon Commission report, which also should have included the study showing that even the human readable portion of the barcoded printouts can be manipulated & that most voters won’t notice.
7/ This @whowhatwhy article discusses the study mentioned in post 6. whowhatwhy.org/2019/02/12/phi…
8/ Conspicuity issues aside, any claim that the ExpressVote XL meets the recommendations of the Blue Ribbon Commission report is false, as it is a barcode voting system.
