So, I’ll go ahead and comment. I thought this was obvious but it may not be. This isn’t the result of property tax, this is the result of racist housing policies that divided communities into wealthy white & poor minority. The tax dynamic is just a byproduct of systemic racism.
When you draw lines based on race as a means to segregate housing a few things happen.

1. Whites obtained greater housing loans & build communities of wealth.
2. Blacks are not given such loans & are forced to live in poverty.
3. Taxes in white area are higher due to wealth...
4. Taxes in black neighborhoods are lower due to impoverished living conditions.

Since school district is determined by community; wealthy neighborhoods have wealthy schools. Poor Black neighborhoods have poor schools.

All of this is the fruit of racist housing policies.
If you want to learn more, consider reading the book “The Color of Law”. There is a reason why neighborhoods & schools are segregated. It’s the ripple effect of Racist housing policies in recent past. Adam covers things well in this short video.
