2/ It looks like the #ReformAndReorgPlan for sending OPM’s operating divisions to GSA & DoD—while leaving the policy functions to become an office under the WH—are under way. The OPM is like the exec branch’s HR dept. opm.gov

5/Perhaps related to these moves @ OPM, proposed #2020Budget also makes a variety/proposals to promote the exec branch’s transition to electronic records, including $22M to modernize National Archives & Records Admin, w/goal/ending NARA’s acceptance/paper records by 12/31/22.
6/Perhaps the proposed modernization/the National Archives might make getting Obama administration records easier.🤔
7/Next, the proposed #2020Budget ambitiously proposes solving the fedl cyber security workforce shortage. “OMB is working w/the DHS & all fedl agencies to establish a unified cyber workforce capability across the civilian enterprise.”
8/I suspect this reference to DHS’s involvement in securing the fedl cyber-security workforce not only has to do w/it’s responsibility for cyber security generally, but also w/vetting all govt IT personnel to avoid future Awans.
9/The proposed #2020Budget also includes the “Govt Effectiveness Advanced Research (GEAR) Center. OMB is working w/business, academic, & other partners to co-establish capacity to improve operational &management challenges across the fedl enterprise through applied research.”

13/Finally, the #2020Budget includes reorganizing the fedl economic statistical agencies by relocating the Bureau of Labor Statistics w/in the Commerce Depart, alongside the Bureau/the Census & the Bureau/Econ Analysis, which will improve the delivery/economic statistics.
