Racists no longer expect to be reprimanded or reproached.

They revise their norm perceptions about what others think & do.

Now more openly racist.

1) Racist hate crimes & protests have risen

2) But there's no increase in racist views
- Republicans have not changed their views on race
- Democrats increasingly support policies to redress racial inequalities

Thus
