The 1970 amendments included a nationwide ban on literacy tests and reduced residency requirements that could be applied in presidential elections, it also reduced the voting age in national elections from 21 to 18 years of age. and we get the 26th amendment.

In 1974 half a million Puerto Ricans of voting age residing in New York City who had been educated in American schools, could not meet the English-literacy requirement for voting in New York because their instruction had been Spanish language only.
1975 amendments added protections from voting discrimination for language minority citizens. The law now requires jurisdictions with significant numbers of voters with limited or no English proficiency to provide voting materials and assistance in relevant languages.

Fast forward to the 1993 amendment Bill Clinton signs the Motor Voter law into affect

Introduced in the House as H.R. 2 by Al Swift (D-WA) on January 5, 1993

And sold to the American people as an easier way to make sure all Americans are register to vote.
Now all of these amendments on their face seem straight forward

That is until...Jan. 1, 2015 Democratic Gov. Jerry Brown signed Assembly Bill 60 “The Safe and Responsible Drivers Act” into law. 1,001,000 illegals received Drivers licenses.
