1/ Well put. When officer used to arrest under prima facie evidence figures were massaged then, a huge difference to reality was seen. The National Crime Recording Standards came in to remedy this. However, senior officers had orders to cut crime.
2/ The National Crime Recording Standards were also manipulated. Be it prima facie evidence or NCRS guidelines, both were manipulated. Most officers knew what "Cuffing a job" meant. If the points to prove fitted, I arrested for the offence I saw or investigated.
3/ Case in point. I arrested a man for 7 offences, whilst booking in I gave my grounds for arrest. He was searched again, documented and detained for horrible offences. Custody was accepted, naturally he had his consultation with his brief...very long!
4/ I sorted the exhibits, prepared my SE3R Interview plan and ancillary documentation. I was planning to utilise staged disclosure and 'Bad Character' evidence. I loved interviewing, it was like a game of chess.
5/ Once over, he was placed back in his cell. His brief simply wasn't prepared. There was no way, in the interest of the victim, the custody skipper or I were going to 47/3 bail him. So I requested a charge and remand application. It took ages, but thought of the victim.
6/ It was passed midnight, I'd done 18 hours, went home, got a shower and a bite to eat, plus I deflated in the company of my wife and daughter. I then went back to work. Being a reflector theorist I always thought, just like writing my book now, "Sh*t, I could have put XYZ".
7/ I was amazed when I got to work that a civilian crime recorder (no disrespect intended), along with an Inspector had decided to lower the number of crimes to 3, instead of 7. Naturally I went ballistic. At this station they called it "Tweaking".
8/ Having tutored many officers, prepared abbreviated and full files galore, read law books...I took it up, what I termed, "The Butter Poll" or chain of command. They wanted to record several crimes on one day, several the second, in order to 'balance crime stats'.
9/ It's exactly the same as prison write-offs. So the very accurate figure of 40%, is one hell of a drop. The poor victims know the score, and if one wears the same uniform or is a detective...the public see you as a failure!
10/ If one looks up the noun 'Corruption', the synonyms speak for themselves. Corruption takes many forms and I'm afraid I'm not a marrionnete to corrupt practices.
11/ As they say - "Real leaders Inspire". If you get the support I got from several command team members, one can have a devastating affect on criminals and the crimes that blight communities!
12/ I totally agree with @tam1159 If your looking for an adjective to fit...'Salient' springs to mind. All his words matter, but the salient words of 'Imploding' and 'ineffectual' hit the nail right on the head!
13/ I'm sure many serving and former officers can relate to these practices. Who fuels it? 1. The government 2. Those who acquiesce...longing for the next step on 'The Butter Poll'.
