Nope. That's how overcharging works. A cop stops and frisks a kid, finds a little weed and papers, the scared kid runs.

The charges?
Possession of drugs
Drugs in public
Possession of paraphenalia
Disorderly conduct
Resisting Arrest
Failure to comply
The prosecutors know that they have little to no chance of convicting the kid of all these crimes, or even of the highest ones. But the kid doesn't know that. So they scare him into a plea deal.
Cops and prosecutors will often go to great lengths to try and divide a simple accusation of a single crime into as many different chargeable portions as possible to maximize the number of crimes they can use as leverage.
