PM #ImranKhan conducts effective+innovative visit of 'Religious Diplomacy' to #Iran. #Tehran's role in #India's policy of containing #Pakistan & role of groups using Pak soil agst Iran, loom large. My observations in this #Thread./1 #AhmedQuraishi @AQpk
Four main questions emerge from #Pakistan PM #ImranKhan's #Iran visit:
1. Are #Pakistani groups committing terror in #Iran?

2. Will #IRGC stop terrorism inside Pakistan?

3. Are Pakistan & Iran equally responsible?

4.Was PM's visit helpful?

Fact: There are no #Pakistani groups committing terrorism in #Iran. All #Iranian groups run by Iranian citizens who move across Ir/Pk/Af border triangle. No state effectively controls this area. Main hideouts of Iranian grps are inside Iran, supported by Iranian citizens /3
@AQpk
Some #Iranian militants that attack #Iran were created by #IRGC to fight Iranian Baloch but now fight #Tehran. Iranian militant #Kurd/#Arab/#Baloch grps exist inside Iran, with some local support. #Pakistan has no link to this. Wrong to say attacks in Iran come from Pak. /4
@AQpk
Dr @ShireenMazari1 said in parliament yesterday that #Pakistan+#US created #Jundullah. This is what #IRGC claims w/out evidence. Pak actually helped #Iran arrest & execute in 2010 the most dangerous separatist leader Abdolmalek Rigi, Jundullah chief caught outside Ir/Pk. /5
@AQpk
#Iran never acknowledged #Pakistan role in helping eliminate #Jundullah & its chief. Jundullah, Jaish Al-Adl, Ansar Al-Forghan are all #Iranian groups that move b/w borders, enjoy local support. This is internal Iranian chaos/violence, not 'terrorism from Pak in Iran.' /6
@AQpk
In 2013, #IRGC created Ansar Al-Forghan to fight #Iranian #Baloch separatists. Cdr Jalil Qambarzehi later turned against #Tehran & IRGC had to kill him in 2017. #Iranian journalist @Raman_Ghavami says #Tehran falsely blames other countries /7
@AQpk

So, #Iran terror grps run by #Iranian dissidents have been involved in attacks that #Tehran conveniently blames on #Pakistan #UAE #KSA. #Iranian regions with Kurd/Arab/Baloch populations are fertile grounds. Economic & ethno-sectarian problems exist & fester. /8
@AQpk
This brings up 2nd question: Will #IRGC stop terrorist attacks inside #Pakistan after PM's visit? Pakistani experience in joint investigations with #Tehran is negative. The #IRGC refuses to accept any role in terrorism inside Pakistan despite solid evidence implicating IRGC. /9
#Iran officials promised after the busting of #ChabaharTerrorNetwork in 2015 they'll never allow their soil to be used agst #Pakistan. But coop been minimal. #IRGC refuses to accept responsibility for #KulbhashanJhadav. #Ormara & #Karachi cells show Iranian sabotage continues /10
3rd question: Are #Pakistan & #Iran equally responsible for terror in each other's areas? Has Pakistan done to Iran what #IRGC been doing in Pakistan? The answer is definitely no. #Tehran's role has been much more lethal & destructive than anything it accuses Pak of doing. /11
#Iran been promoting ethnic+sect attacks, incl strangely agst #Pakistani #Shia #Muslims jointly with #Indian assets like #MQM, hosted #India's biggest anti-Pak terror network in decades at #Chabahar, declined Pak offers to jointly work on Afg peace, preferring to partner w/Ind/12
4th question: Was PM #ImranKhan's #Iran visit helpful?

Brace for my points here.

Yes. It was a good example of religious diplomacy. We should engage all segments of #Iranians to isolate #India's allies in Iran, like we did in #Afghanistan./13
#Pakistan is cautiously engaging with #Iran. PM avoided publicly mentioning #IRGC role in terrorism, coop with #India in containing Pak, or recruitment/training of thousands of #Pakistani mercenaries in #Syria. #Tehran wants to resettle them in Pak. /14
#Pakistan helped strengthen ayatollahs rule post-1979, alienated its int'l allies by siding with #Iran in #Iraq war, helped dodge sanctions & offered partnership to jointly stabilize #Afghanistan in 1996. Pak never hosted #KulbhashanJhadav-type terror cell like Iran did./15
@AQpk
#Iran's clerics & #IRGC desperately need #Pakistan now to use its market & ports to evade sanctions. Pak is dealing softly for now with IRGC. Progress is awaited on key issues. Despite hope, history shows the mullahs in Tehran will not bend easily. 16/16
