Now, Horowitz first announced back on March 28, 2018 that he was reviewing the issues surrounding the FISA Court's granting of a warrant to spy on Carter Page.

So this entry has appeared every month since April, 2018.

Let's take these one at a time.

First, how the FBI handled it's misconduct investigations.

You'd have to be living under a rock for the past 2 years to have missed that several very high profile senior officials at the FBI got caught doing Very Bad Things.
Comey was fired for activity that is increasingly looking like blackmail, that he was trying to use the Steele Dossier as some kind of leverage over the President.

McCabe was fired for criminal leaks. So was Strzok.

Lisa Page & Baker were allowed to resign.
Baker is still the target of a leak investigation.

There were several cases where the OIG investigated, found FBI personnel engaged in gross violation of FBI/DOJ rules & procedures, presented it's case...and then nothing happened to the person. Usually just a quiet resignation.
Now the OIG's office has revealed it is *reviewing* past cases of how the FBI handled misconduct by it's personnel.
Not only that, the OIG is also taking a deep dive into how the FBI's been handling it's "Confidential Human Source" program.
After more than a year and a half of revelations about people like Alexander Downer, Joseph Mifsud, Stefan Halper and the recent leaks to the press about Azra Turk, it's no wonder that Horowitz & IG investigators are looking into how these sources were utilized against Trump.
It's looking increasingly like the entire Trump/Russia hoax was launched to justify spying on the Trump campaign, then his incoming administration, & part of that spying consisted of *PAYING* CHS's to approach Trump people to try to entrap them.
I'm going out on a limb here and saying I"m pretty sure OIG guidlines & policies make it clear launching politically motivated spying on a Presidential campaigns is off limits and stuff.
If Horowitz found there was no *real* intelligence source for top FBI officials to be launching this spying effort that targeted the Trump Presidential campaign, you can bet he's going to rake them over the coals for misusing CHS's for politicized purposes & paying for with tax $
Next review: the FBI's use of covert contracts.

If Horowitz found 1 or more of these covert operatives being paid by the FBI to approach the Trump campaign violated laws in their covert spying activity, and the FBI knew this but didn't do anything about it....
You'd have a perfect storm here. The FBI starting the whole covert spying thing on false pretenses to accuse a US citizen of being a foreign agent when he wasn't, so they could spy on a Presidential campaign & then CHS's violate the law while doing the spying...
And lastly: disguising a politically motivated spying investigation of a Presidential campaign by....invoking national security as a cover.
