Mario's got the Mickey Mouse problem plus the Protagonist Cipher problem - he hasn't been allowed to develop a personality. Thirty-eight years after the man jumped onto the scene, we still don't know who Mario *is*.
Luigi, meanwhile, has been given characterization. Flaws. Mario is "brave" in that he can shout "wahooo!" as he jumps into obvious danger. Luigi is brave in that we are allowed to see his fear, and yet he goes everywhere Mario goes and does everything Mario does.
Compare him to Donkey Kong in his own games - we see DK react with shock, anger, humor, etc. Even as the dialogue is given to the characters who speak at him (as is the norm in Mario's games), DK has an emotional life that is denied to Mario.
