ONLINE HARASSMENT, RESERVE MARINES, & MARINE CORPS ORDER 5354.1E... There's some confusion as to whether Marines in the Inactive Ready Reserve (IRR) must obey the Marine Corps order on "Prohibited Activities & Conduct" - SHORT ANSWER IS YES - this #thread gives details. 1/
The case of Major Brent Eisberner, who's currently being investigated by Marine Forces Reserve (MARFORRES) for making harassing comments to a female veteran (see image) highlighted the fact that many people seemed to think nothing could be done about it; but that's not true. 2/
After reporting Eisberner's apparent misconduct to the Commanding General of MARFORRES, I discussed the matter with the Staff Judge Advocate (SJA) and Equal Opportunity Advisor (EOA) for MarForRes in an attempt to answer these four simple questions. 3/
1. Can IRR Marines be held accountable for violations of MCO 5354.1E, specifically, "harassment (...sexual harassment); unlawful discrimination & abuse (...hazing, bullying, ostracism, retaliation); ...distribution or broadcasting of intimate images; ...supremacist activity"? 4/

The answers, from MarForRes EOA Gunnery Sergeant Kirkland L. Levarity are as follows.

1. Per MCO 5354.1E paragraph 010402,"...Reservists not in a duty status, who violate this Order, may also be subject to appropriate administrative action." 6/
2. To report an IRR Marine for misconduct under this order (i.e. harassment, bullying, non-consensual sharing of intimate photos, or extremist activity) you should e-mail the MARFORRES EOA: kirkland.levarity@usmc.mil - state you are making a FORMAL complaint to the Commander. 7/
3. "Per MCO 5354.1E paragraphs 040802 and 040803, complainants and/or
subjects will be notified of acceptance or dismissal of the allegations by
the Commanding Officer. This notification doesn't apply to third party
reporters." THIS IS IMPORTANT! If you are the target - 8/
-of a prohibited activity (i.e. harassment) and YOU report the issue, you will receive notifications from the EOA as to the disposition of the case. If you send me the screenshots and I submit the complaint (or any other 3rd party does) the matter will be investigated but we- 9/
- WON'T be entitled to any information about the outcome. Thus, it is better if the victim reports, which is why I'm putting this information out here. That said, I am happy to help you with the reporting process - DM me if you need assistance with these sorts of things. 10/
I will also personally file a 3rd-party complaint any time one of these issues is brought to my attention. @'s or DMs work.

4. Per MCO 5354.1E, paragraph 0414, "The Convening Authority will
determine the appropriate resolution and any corrective action for all
incidents... 11/
...of substantiated (allegations). Commanders have a wide range of options available to resolve substantiated incidents. (They) consider the circumstances of the case as presented in the investigation to determine the appropriate corrective or disciplinary action, if any. 12/
The commander's actions to resolve all claims will be documented and made part of the case file via the DASH system."

So, there you have it. If you see someone identifying themselves as a Reserve Marine who is engaging in online harassment (including sexual harassment) 13/
or supremacist activity, please know that they CAN be held accountable, and use the info in this #thread to do so. Screenshots are the best evidence - the more, the better. They can come from DMs, Facebook, text message apps, Snapchat, etc... If you need help finding out if 14/
