Key topics raised so far: best practices on RoOs, the need for increased cross-sector cooperation and the extreme disconnect between pockets of knowledge on RoOs.
Utilisation rates will be one of the key issues here – how do we determine whether FTAs currently in place lead to economic benefits if we do not know what the utilisation rates are and are only estimating them
As a side note @nicolaskoehler and I have just written a policy paper on utilisation rates and #customs data – hopefully will be published soon
Which type of RoO is more transparent? Preferential rules which allow to avoid paying customs tariffs or non-preferential rules which for a business have tangible implications only in some cases?
