This is a snare.
It is expedient that discretionary powers of arrest must be reserved for the police for instant prevention of a crime & due arrest at the point of offense. However, the bill must compel time cap (hours Max) for detention without court order (habeas corpus)...
Also, a 21st century Police reform Bill must mandate an electronic case filing system for the police. Such that upon any arrest, a case no. is generated & can be followed up via d police website by the defendant. Also, it must be illegal to hold a person-of-interest in a shabby..
...condition. If a viable case is not filed against a person-of-interest (not a suspect until a legal case is filed on a person), the newly proposed addendum by @citizen_gavel where Police is mandated to compensate and apologize to the victim of false suspicion, is imperative.
