Assuming the cyclone keeps on this current heading, I don’t see a path where it makes hurricane strength prior to landfall.
If it jogs a bit more west, then possibly. Next few hours will make a huge difference in the forecast
If ordered to evacuate; do it. 20+ inches of water is no joke (3-6 foot storm surge)
Regardless, wherever Barry crosses land with that ugly mess on the south end of the storm, will have to deal with Noah’s Ark kind of rains.
