FBI Sources said Comey's op started with a private “defensive briefing” he gave Trump just weeks before his inauguration. Horowitz has examined high-level FBI text messages & other communications indicating Comey was actually conducting a counterintel assessment of Trump in 2017
Comey also had a FBI agent inside the White House who was spying and who reported back to FBI headquarters about Trump and his aides,
Comey’s meeting with Trump in January 2017 took place one day after the FBI director met in the Oval Office with President Obama and Vice President Joe Biden to discuss how to brief Trump
Comey denied running a counterintel op on Trump, but later said it was true, but only in the "literal sense"
Former FBI counterintelligence agent and lawyer Mark Wauck said, the FBI lacked legal grounds to treat Trump as a suspect.
Comey leaked some of his personal memos to the media to trigger a special counsel appointment.

His phone notes and personal memos were part of the counterintel file that went to the Special Counsel.
"Comey had 9 conversations with Trump between January & May 2017, some in the White House. Almost every time, he went back to FBI headquarters & wrote up a memo documenting not only his version of the conversation, but also a complete update of the Crossfire Hurricane" probe
Some of Comey's notes, which Comey locked in a safe, cited classified sources and methods, including the identities of witnesses and informants along with the code names their FBI handlers assigned to them.
Comey's notes also document the assistance provided by foreign intelligence agencies against Trump.
After a private dinner with the president at the White House in late January 2017, Comey wrote notes of his meeting, shared it with Sr. FBI Leadership, and added to the case file. He also watched hours of Youtube videos of Trump in his probe.
In February 2017, Comey wrote a memo saying that Trump had asked if Comey could “see his way clear” to end the probe of former-National Security Adviser Michael Flynn. He immediately phoned McCabe to tell him about it.
One of those in this 7th Floor meeting with Comey about Trump's comments on Flynn, was David Bowdich, who Christopher Wray would later appoint as Deputy Director of the FBI, the No. 2 FBI spot.
In Congressional testimony in 2018, McCabe’s deputy, Lisa Page denied that the 7th Floor meeting with Comey involved discussions of obstruction of justice. She would later walk back that statement.
Comey says that after Trump asked him to "lift the cloud" over his presidency, while still encouraging Comey to go after any “satellite” associates of his if they had done something wrong, the director reported the request to then-acting Deputy Attorney General Dana Boente.
Despite Boente's conflicts and interests and signing of likely fraudulent FISA warrants, FBI Director Christopher Wray would go on to appoint Boente as General Counsel for the FBI.
Trump grew angry at Comey for failing to tell the American people in public what he had been told at least 3 times in private — that he was not not under investigation in “this Russian business." Comey promised he would, but never did. Comey documented each request for the file.
When Comey started spinning publicly that Trump was a target of the probe, that was the last straw, and Comey was fired. This prompted McCabe to open an obstruction investigation.
In Congressional testimony, Lisa Page admitted at the time her boss ordered the investigations, they couldn't connect Trump to the Russia conspiracy, and that “it still existed in the scope of possibility that there would be literally nothing” there.
Comey's spy inside the White House was Anthony Ferrante, who specialized in cyber crime. He left the FBI shortly after Comey was fired.
Ferrante would join a security contractor, which Buzzfeed hired to "Verify" the now debunked Steele Dossier. At the time, Ferrante & Comey, and their team, knew the Dossier was unverified & likely false. It was used to justify FISA warrants & to spin fake narratives against POTUS
Under Comey, Ferrante was sent to the White House as a cyber-security adviser. However, Comey carved out an extraordinary new position for Ferrante, which allowed him to remain on reserve status at the FBI while working in the White House. He was essentially working undercover.
“Between the election & April 2017, when Ferrante finally left the White House, the Trump NSC division supervisor was not allowed to get rid of Ferrante,” he added, "and Ferrante continued working — in direct conflict with the no-contact policy between the White House & the DOJ"
It is unclear exactly who prevented the NSC Division Supervisor from firing Ferrante.
The firm that Ferrante worked for on contract with Buzzfeed is FTI Consulting, which maintains the BuzzFeed contract.
Another FBI official, Jordan Rae Kelly, who worked closely with Mueller when he headed the bureau, replaced Ferrante upon his White House exit. She signed security logs for Ferrante to continue entering the White House as a visitor while he was working for BuzzFeed.
Kelly finally left the White House in 2018 and joined Ferrante at FTI Consulting.
Kelly had been a member of the NSC in 2017 when Ferrante was spying on the White House, according to her FTI Consulting bio.

Another Obama Holdover in the NSC in early 2017 was Tashina Gauhar, who remains a top national security adviser at the Justice Department. She was an assistant to Sally Yates in her Logan Act investigation of Gen. Flynn.

The IG Report has also determined that Comey's meeting with President Elect Trump at Trump Towers was also an undercover counterintel operation.
Before that meeting, Comey had met with Obama officials in the WH, including Biden, and he was chosen to confront Trump with "the (Dossier) material" that accused him of being compromised by Russia and engaging in a criminal conspiracy with Moscow to hack the election.
During the Trump Tower Meeting, Comey only shared the lurid parts of the Steele dossier, and failed to mention he had obtained a FISA warrant for Carter Page, despite acknowledging to Trump that the Dossier was unverified.
Comey also failed to tell the president-elect that Flynn was under investigation along with Carter Page. In other words, Comey left the president in the dark on the most substantive assertions of the dossier.
Comey also withheld from the President the facts that the dossier was financed by the Hillary Clinton campaign (Comey had known this since October 2016, if not earlier), that it was compiled by a private foreign contractor, and that it was not a product of the U.S. government.
The omissions by Comey led Trump to believe the contents of the dossier came from U.S. intelligence and were taken seriously by serious people in the government.
Several former & current federal LE officials said Comey was really testing Trump's reaction to see if he showed signs of guilt or revealed info that could be used against him in the conspiracy case the FBI had been building against no fewer than 4 of his advisers.
In fact, it was Comey who just a couple of weeks later would dispatch two agents to the White House to grill Flynn about his post-election conversations with Russian diplomats. (Flynn’s lawyers argue the FBI set a “perjury trap” for the retired general.)
“I executed the session exactly as planned,” Comey reported back to his “sensitive matter team” in one of his memos.
