THREAD: What should we expect from Mueller's testimony?
1/ Tomorrow's testimony from former Special Counsel Robert Mueller has been much anticipated, but will we really find out anything new?

In this thread, I'll briefly explain what I'll be listening for when I watch his testimony tomorrow. (I'll do my best to live tweet during it.)
2/ The vast majority of Americans have never read the Mueller report, so you can expect Democrats to ask Mueller questions that are meant to get him to repeat the portions of his part that are most damaging to Trump.
3/ House Judiciary will focus on the five instances of obstruction for which Mueller found that there was "substantial" evidence proving that each of the three elements was met.

I described those instances of obstruction in the @POLITICOMag column below: politico.com/magazine/story…
@POLITICOMag 4/ I expect Mueller to stay within the four corners of his report, as he said he intended to do, so if you've already read the Mueller report carefully, his responses to Democrats shouldn't surprise you for the most part.
@POLITICOMag 5/ He may go slightly beyond his report to spell out facts that were implied in the report but weren't stated explicitly. For instance, he could make it more clear that he meant to leave certain issues to Congress.
@POLITICOMag 6/ But Mueller speaks in careful language, so don't expect soundbites. His goal is not to make news and to try to stick close to what he said in the report. That shouldn't surprise us, because he tried hard to choose his words carefully. Why reverse any of those choices now?
@POLITICOMag 7/ I could see Mueller going slightly beyond the report if he thinks that there is misinformation that needs to be cleared up. For instance, @RoKhanna said that Mueller may address whether the threat to fire him played a rule in his decision not to force an interview of Trump.
@POLITICOMag @RoKhanna 8/ But ironically, I think the biggest news from Mueller's testimony could come in his responses to questions from Republicans. Unlike Democrats, Republicans will not be focused on getting Mueller to repeat his findings, except for his decision not to indict Trump and others.
@POLITICOMag @RoKhanna 9/ We could see Republicans ask Mueller questions about Trump's allegations that he deleted texts, about various conspiracy theories relating to FISA warrants and the start of the Russia investigation, and about alleged bias or conflict of interest from him or his team.
@POLITICOMag @RoKhanna 10/ Mueller could sidestep those questions, perhaps stating that the DOJ has asked him to stick to what he wrote in his report. But he also could defend himself or his investigation, or debunk a falsehood, which could make news.
@POLITICOMag @RoKhanna 11/ The House Intel Committee will also question Mueller about the first volume of his report, which details his investigation of the connections between the Trump campaign and Russia. The Democrats' playbook for that hearing will also focus on highlighting bad facts for Trump.
@POLITICOMag @RoKhanna 12/ The real important revelations from that testimony will be in closed session, because one subject on which the report is silent is the results of the counterintelligence investigation of Trump, which reportedly examined whether or not Trump is a Russian asset.
@POLITICOMag @RoKhanna 13/ House Intel Democrats will try to get Mueller to say something about that investigation publicly, but you can expect the vast majority of his comments to be made privately.

So does any of this really matter? I've been asked that question many times this past week.
@POLITICOMag @RoKhanna 14/ That is beyond my expertise, but it appears that Mueller's initial televised statement had an impact on the public. I wouldn't be surprised if these hearings influenced members of the public who have never read the report. The vast majority of Americans haven't.
@POLITICOMag @RoKhanna 15/ I will live tweet the hearings tomorrow and I will record a special edition of my #OnTopic podcast with former FBI agent @AshaRangappa_ shortly after the hearings are over. Tomorrow I'll post a thread for you to ask questions that we'll answer during the podcast. /end
