Forget Buhari, key into another SMEs initiatives. There is a bank called “ Development Bank of Nigeria “. The bank exists to alleviate financial constraints faced by MICRO, SMALL and MEDIUM SCALE ENTERPRISES (MSMEs). Loan is up to 10years with a moratorium period of 18months
DBNs loan can be accessed through Participating Financial Institutions ( PFI) who will then on -lend to end beneficiaries. The PFIs are : Access Bank, Ecobank, Fidelity, FCMB, GTB, UBA, Wema , First Bank, Union Bank, Stanbic IBTC, Sterling Bank, AB Microfinance Bank
Addosser Microfinance Bank, Baobab Microfinance Bank, Bosak Microfinance, Hasal Microfinance, Infinity Microfinance, LAPO Microfinance Bank, Mainstreet Microfinance, Microred Microfinance, NPF Microfinance, Parallex Microfinance Trust Microfinance, Davodani Microfinance Bank

You will recall that my dear bro @borie_nla raised an issue today as per the planting of 2 hectares of Tomatoes by @FUNAABNigeria as against “9800 hectares” of land.

2: I replied him that the VC and I spoke about it and it was a pilot farm.

This is the background story of the farm:

3: The 2 hectares tomato farm was established by our FARM PRACTICAL YEAR students who are in their 400 level.

4: The Federal University of Agriculture, Abeokuta has other farm projects which are on-going and which contribute to food security in our immediate communities.

5: For example, we have 15 hectares farm planted with tomato, pepper and cucumber.

6: We have 22 hectares of cassava farm which we will start harvesting and processing on campus, while also selling some to buyers from town.

7: We have about 20 hectares of maize farm which will mature in 6 weeks time.

8: In addition to all these, we have a staff farming scheme comprising about 75 members of staff who have planted maize, cassava, yam, vegetables on farm lands allocated to them on campus by the University Management.

9: To cap it all, FUNAAB has entered into partnership relationships with private organisations to establish commercial farms on campus and process the yield from such farms.

10: We embarked on these initiatives to contribute our quota to solving the food challenges in the country.

CONCLUSION:

11: I know the passion of @borie_nla but he must have been misled by inaccurate information as per the 2hectares. It is for 400 level students.

12: The Act establishing Universities of Agriculture should be reviewed by the @NGRSenate @HouseNGR to state clearly the role of @NGfmafs @NigEducation and @OfficialNUC to improve governance structure and funding of these Universities.

I paid a courtesy visit to the Executive Secretary and Chief Executive Officer of the National Agricultural Development Fund (NADF) Muhammad Abu Ibrahim to discuss about funding of our small holder farmers.

2: You will recall that the National Agricultural Development Fund was created in 2022 when the past FG not Buhari signed into law.

3: So, operational and administration implementation begins with the appointment of a new ES by FG not Tinubu.

4: The objective is to address the binding constraints of agriculture finance that has hitherto limited the growth and development of the agricultural sector.

5: The fund aims to enhance the potential for agricultural production & development by commissioning FARMER FRIENDLY FINANCE (FFF) products, direct interventions, adoption of Agric- tech and SMART agricultural practices, provision of technical supports and strengthening research/ capacity building.

6: The Fund is developing a 5 year strategic plan and blueprint with BCG and others for its operations.

7: They are working to launch NATIONAL FOOD AVAILABILITY, AFFORDABILITY & ACCESSIBILITY project (N-A3) targeted at ensuring our dear SMALL SCALE FARMERS have access to seven key levels support streams namely; land preparation, quality seedlings, post & pre - planting chemicals, fertilizers, extension services, mechanized harvesting and access to structure markets.

8: The CEO has met DAWN commission of South West Agric Commissioners and South South BRACED commission to develop partnership. The next phase is to meet South East, North Central, North East and North West agric commissioners.

9: The fund will address GINGER STRANGE DISEASE outbreak in Kaduna state.

10: access to capital will be simplified by the Fund Management. Real farmers will have access guys.

11: Muhammad Abu Ibrahim is a round peg in a round hole by FG not Tinubu as CEO. Why?

12: He pioneered the mainstreaming of agricultural space in technology. He partnered with MTN Nigeria to develop Animal Identification & Management Solutions, the first of the kind in Africa. That solution is meant to solve the problems of cattle rustling, animal disease transmission and the underdevelopment of the Livestock value chain.

13: My impression of the CEO of @nadfng since we have met several times is a man that is in hurry to deliver agricultural financing to real farmers. He is a man of few words and no air around him.

14: Individuals, cooperative groups, Farmers Associations and states govt should engage @nadfng

15: information is key to success and enlightenment. Therefore, follow @nadfng to grow your farms.

16: FG not Tinubu has allocated N100bn as a take off grant for them.

17: Other sources of Funding are:

- 0.5% of the Natural Resource Development

- 5% the duty levied on imported rice, wheat, sugar and milk.

- Appropriation from the National Assembly.

Recall that on 13th July 2023, @officialABAT declared a state of emergency in NIGERIA’S food security.

2: Therefore, the HM @FmardNg @SenAbuKyari has launched the dry season planting in Hadeija, Jigawa State.

3: The aim is to increase crop yield by 20% compared to last year.

4: The dry season is an integral part of the National Agricultural Growth Scheme & Agro pocket. This project will provide tractors for farmers.

5: the project is financed by AFDB at a sum of $134m

6 Govt is providing varieties of tolerant wheat such Boularg 100, Attila etc to farmers.

7: In wheat, Govt is supporting 150,000 to 200,000 farmers with a 50% subsidy.

They are expected to cultivate 200,000 to 250,000 hectares of land. Expected yield should be 1,250,000 tonnes of wheat

Understanding the Set up of a Federal Ministry in Nigeria and how do we navigate the new Ministries created. Follow my explanation. it is divided into two. Service and Technical departments. Without Service Departments, Technical Departments can’t function.

Service department is STANDARD. Their personnel are under office of the Head of Civil Service, Office of Accountant General of the Federation, Bureau of Public Procurement, Auditor General.

Those agencies transferred them after spending certain number of years in a particular MDA. Unlike Technical departments, you retire where you are.

SERVICE DEPARTMENT

2: Service Department takes care of the needs of the Ministry for effective working atmosphere. They provide basic essential administration, financing, procurement, training and service delivery.

3: What are the component of typical service department: they are : Human Resources Management (recruitment, documentation, welfare, training, promotion, burial, pension) ;

4: General Services (provision of furniture, Store, generators, cleaning services, security, insurance, etc);

5: Procurement ( contract awards, consultancy approval);

6: Finance & Accounts (salaries, payment authorization to service providers, contractors):

7: Special Duties ( this Dept helps Permanent Secretary to function effectively. Permanent Secretary [PS] is next to the Minister and he or she is the Chief Accounting Officer.

8: Reform Dept to monitor service delivery and to make sure files are not delayed.

9: Dept of Planning Research & Statistics deals as the name speaks. Some Ministries have changed that name to PPRS or TPC or etc. annual council meeting is under them. Memo to FEC is their responsibilities.

10: We have units like Press, Stock verifier, Audit etc. next is technical department analysis.
TECHNICAL DEPARTMENT: depending on the Ministry. Technical departments in @FMWHNIG differs from @FMWRNigeria, @FMEnvng, @MinTransportNG. Let us analyze @MinTransportNG.

2: Before the creation of Federal Ministry of Marine and Blue Economy, Transportation Ministry have service and technical departments.

3: The technical departments are: Marine Services, Road Transport & Mass Transit Administration , Engineering Services, & Rail Transport Services.

4: The department that relates with Marine & Blue Economy are Engineering and Marine Services. Engineering department personnel will be divided into two. Those specialists for marine would be posted out by the office of the Head of Civil Service.

5: These departments will remain in Transportation are : Rail Transport, Road Transport & Mass Transit Administration, part of Engineering Services.

6: Marine & Blue economy will now create departments of blue economy, maritime security etc. Technical people will be employed to populate that Ministry. Enjoy your weekend.

The mess created by PDP by awarding a fake gas contract to P&ID in 2010. It was signed by the then HM @FMPRng. Meanwhile in 2012, P&ID went to court to demand $6.6bn at 7% interest rate. So the total is closed to $11bn. P&ID had not even commenced construction at all.
2: in the course of trial in 2012, Nigerian lawyer that time failed to file expert evidence, in short colluded with P&ID to say Nigeria was guilty. Now,govt changed in 2015, P & ID was ready to execute the judgement when Buhari said NO. We are now working to upturn the judgement
