Pannick emphasises this as matter of principle - prorogation power could be abused by any PM, not just this one

Remember - this is just *one* side of the case - and it is supposed to be persuasive

That is what barristers are for

But: there are good arguments on the other side too, and English judges may be as wary as their Scots counterparts at getting involved in political decisions
