Revised “Urgent Concern Disclosure Form” first appears online August 15, 2019

1) I contend the August 12, 2019 whistleblower wanted to be able to implicate the President of the US, Donald J. Trump, with the intent of
2) causing Congressional investigations with the goal of subverting the US Elections of 2020.

The form used to report complaints to the Intelligence Community (IC) Inspector General (IG) was recently updated to allow for second hand information something which has never before
3) been authorized. In the past, anyone claiming Whistleblower Status had to provide first-hand information; no hearsay. Why has this changed with this newest ICIG Whistleblower Complaint did delivered to Sen. Burr and Rep. Schiff on August 15, 2019? What occurred to make the
4) ICIG change the form?

According to @ClimateAudit and validated today by me, a search using the Wayback Machine still DOES NOT show the new page after July 2, 2019 which means it still has not picked up the new page.
5) We know from all this information that the old form was last in use at least until July 2, 2109 based on the web archive. The Original ICIG Complaint Form was still in use up to July 2, 2019. web.archive.org/web/2019070223…

What we don’t know is the exact date the ICIG Complaint Form was replaced
8) by the Urgent Concern Disclosure Form. We DO know that the new form first showed up online on August 15, 2109. A search for “Urgent Concern Disclosure Form” on Google finds nothing between September 16, 2018 and August 14, 2019.
9) It DOES, however, first appear in Google on August 15, 2019 as seen in the following pic:
10) What caused the ICIG to change this form which was in use to a new form which allows for hearsay?
11) Could it be that the DNI’s office began the change of forms on July 2, 2019 in anticipation of needing Second Hand Information to make a complaint? Why are there no archived pages after July 2, 2019 until the new form shows up? I do know that it is HIGHLY SUSPECT that the
12) first time this revised “Urgent Concern Disclosure Form” appears online August 15, 2019 three days after the ‘whistleblower’ sends a letter to Sen. Burr & Rep. Schiff.

Did you know that the Department of Justice (DOJ) was investigating the Director of National Intelligence?
13) Well, Former DNI, Dan Coats, announced it to the public on May 24, 2019 - DNI Coats Statement on the Department of Justice Review:

I bet you didn’t know that on July 19, 2019 the Former DNI, created his own person to keep tabs on “threats” to
14) the IC: Director of National Intelligence Daniel R. Coats Establishes Intelligence Community Election Threats Executive: “Director of National Intelligence Daniel R. Coats today announced he established the position of Intelligence Community (IC) Election Threats
15) Executive (ETE) and appointed Shelby Pierson to serve in this new role.”

Possibly, Dan Coats thought that the DOJ was a ‘threat’? Who knows? What we do know is that a phone call between President Trump and PM Zelenskyy occurred July 25, 2019. This
16) call is the supposed whistleblower’s ‘evidence’ that Trump committed crimes worthy of impeachment.

DNI Coats tendered his resignation on July 28, 2019 with a departure date of August 15, 2019. We also know that President Trump announced that DNI Coats was being replaced
17) that same day. By naming Rep. Ratcliffe as the new DNI we know he was not promoting Deputy DNI Sue Gordon as his replacement. She resigned officially on August 8, 2019.


As an investigator, that makes both Coats and Gordon suspects in ‘who’ is the
18) whistleblower. Resignations rarely come out of nowhere, and I believe with the DOJ review they saw the tea leaves and knew this was coming. The first indication is Coats creation of an Executive to monitor “threats” to the DNI on July 18. 2018.

On August 8, 2019 President
19) Trump announced Joseph Maguire as the new DNI.


August 12, 2019 is the date the ‘whistleblower’ complaint was filed with Sen. Burr & Rep. Schiff. This complaint does not have any FIRST-HAND information; it’s all hearsay. Well, isn’t it a good thing
20) this form was updated in the last month? I say that was by design, not chance. The complainant claims that President Trump offered quid pro quo to Ukrainian PM Zelenskyy on the July 25, 2019 call.
21) In conclusion, I base my hypothesis that the August 12, 2019 whistleblower wanted to be able to implicate the President of the US, Donald J. Trump, with the intent of causing Congressional investigations with the goal of subverting the US Elections of 2020. For those of you
22) who are unaware, this is treason, an attempted coup, and subversion of our election process.
