Apart from not meeting any of the conditions an alternative arrangement was supposed to met (apart from a super narrow definition of no checks AT the border) I have two main problems with this new proposal /1
1) It doesn't provide any simplifications for SMEs and makes it much harder and expensive for them to trade. In the absence of a trusted trader programme that would work for SMEs, they can either use transit or submit a pre-lodged customs declaration /2
Both option require SMEs to use services of a #customs agent which can wipe out the entire profit margin (if you can find one that is, as this industry not currently developed in the area as not really needed until now) /3
Both options also do not take into account the type of trade across @BorderIrish - small consignments, frequent movements, little notice, last-minute changes. /4
@BorderIrish 2) The second main problem is with enforcing compliance. We have customs checkpoints but like with any border the main question is how do you enforce it. Yes we have some smuggling now and we will continue to have it but we're talking different levels here /5
@BorderIrish We will have to have some physical checks, even if intelligence- based only. Where will they take place? Between the checkpoints closer to the actual border? Even further inland? /6
@BorderIrish So many questions remain - do traders crossing the border need to stop twice? Normally you do export and then import declarations. How will that work? And if you're coming from the rest of the UK do you also need to stop along the Irish Sea if standards and regulations differ? /7
@BorderIrish Finally, what happens to goods produced within the 10-20 m zone? All these farms that are bang on the border? How do you track these goods? They won't be captured by the problematic life-tracking surveillance system which is part of this proposal /8
@BorderIrish So chances are the proposal, if enforced, would hit SMEs the hardest while at the same time not really protecting the integrity of the SM nor removing infrastructure. Look forward to Brussels's response. /end
