Fine. In 1797, President Adams transmitted to Congress evidence that Sen. William Blount (DR-Tenn.) was promoting a scheme to help the British and Native American tribes seize Spanish Florida and Louisiana.
The Senate impaneled a select committee, which recommended that Blount be expelled. The day after the committee reported, the Senate also received an impeachment of Blount by the House.
The Senate expelled Blount the next day by a 25-1 vote. Blount promised that he'd stay in Philadelphia for his impeachment trial. He lied.
He hightailed it back to Tennessee. The Senate sent its sergeant-at-arms after him, but after an armed standoff with Blount's home-state supporters, the sergeant returned empty-handed.
Nevertheless, in January 1799, the Senate acquitted him on the grounds that members of Congress are not "Civil Officers of the United States" and therefore not subject to impeachment.
There has never since been an attempt to impeach a member of Congress. Which makes a certain degree of sense, since the 2/3 bar for conviction upon impeachment is the same as the 2/3 bar in either house for expelling a member.
So, to sum up, #ImpeachMittRomney partakes of the depth of legal reasoning and historical knowledge that one has come to expect of the Trump Administration.
