9) The largest bombshell of the week came directly from the White House. On October 8, 2019 The White House sent a letter to the Speaker of the House of Representatives, Nancy Pelosi, Chairman of the House Foreign Affairs Committee, Eliot L. Engel, Chairman of the House
10) ... Permanent Select Committee on Intelligence, Adam B. Schiff, and Chairman of the House Committee on Oversight and Reform, Elijah E. Cummings.
11) The White House claims basically that the ‘impeachment inquiry’ into President Trump was “… designed and implemented … in a manner that violates fundamental fairness and constitutionally mandated due process.” It goes on to state, “You have conducted your proceedings in
12) ... secret. You have violated civil liberties and the separation of powers by threatening Executive Branch officials, claiming that you will seek to punish those who exercise fundamental constitutional rights and prerogatives. All of this violates the Constitution, the
13) ... rule of law, and every past precedent.”

This letter specifically calls out Rep. Schiff’s fabricated transcript, “The record clearly established that the call was completely appropriate and that there is no basis for your inquiry. The fact that there was nothing wrong
14) ... with the call was also powerfully confirmed by Chairman Schiff’s decision to create a false version of the call and read it to the American people at a congressional hearing, without disclosing that he was simply making it all up.”

The White House claims that
15) ... “information has recently come to light that the whistleblower had contact with Chairman Schiff’s office before filing the complaint. His initial denial of such contact caused The Washington Post to conclude that Chairman Schiff "clearly made a statement that was false."
16) In any event, the American people understand that Chairman Schiff cannot covertly assist with the submission of a complaint, mislead the public about his involvement, read a counterfeit version of the call to the American people, and then pretend to sit in judgment as a
17) ... neutral "investigator."”

The White House issues this statement to Speaker Pelosi, and Chairmen Engel, Schiff, and Cummings:

“President Trump and his Administration reject your baseless, unconstitutional efforts to overturn the democratic process. Your unprecedented
18) ... actions have left the President with no choice. In order to fulfill his duties to the American people, the Constitution, the Executive Branch, and all future occupants of the Office of the Presidency, President Trump and his Administration cannot participate in your
19) ... partisan and unconstitutional inquiry under these circumstances.”

And, the rest of the letter gives explanation under three main headings with references:

1) Your "Inquiry" Is Constitutionally Invalid and Violates Basic Due Process Rights and the Separation of Powers.

2) The Invalid "Impeachment Inquiry" Plainly Seeks To Reverse the Election of 2016and To Influence the Election of 2020.

3) There Is No Legitimate Basis for Your "Impeachment Inquiry"; Instead, the Committees' Actions Raise Serious Questions.
21) And the letter concludes with the following statement:
“For the foregoing reasons, the President cannot allow your constitutionally illegitimate proceedings to distract him and those in the Executive Branch from their work on behalf of the American people. The President has
22) ... a country to lead. The American people elected him to do this job, and he remains focused on fulfilling his promises to the American people. He has important work that he must continue on their behalf, both at home and around the world, including continuing strong
23) ... economic growth, extending historically low levels of unemployment, negotiating trade deals, fixing our broken immigration system, lowering prescription drug prices, and addressing mass shooting violence. We hope that, in light of the many deficiencies we have identified
24) ... in your proceedings, you will abandon the current invalid efforts to pursue an impeachment inquiry and join the President in focusing on the many important goals that matter to the American people.”

27) Adam Schiff lied about not having contact with the leaker prior to receiving the letter dated August 12, 2019.

If you recall, Rep. Schiff also fabricated the transcript of the phone call and read it in committee ‘as-if’ it was the actual transcript: it was not. This
28) ... fabrication of Rep. Schiff’s contained much false information, aka lies, and was used to slander the President. Basically, Rep. Schiff wrote lies on paper, libel, and then spoke those lies, slander, into public record to sway public opinion and poison the proceedings of

The actual transcript was released by Trump which outed the fabrication at which point, Rep. Schiff claimed it was a ‘joke’: Ha ha.

The proper route for a whistleblower complaint is to fill out the Disclosure of Urgent Concern Form which demands First
30) ... Hand Knowledge, then submit that to the ICIG for review. This person went directly to the CIA’s lawyer and then to Adam Schiff’s staff. Why did this person NOT fill out the Form and submit to the ICIG?

I’m positive that the person in question knew that First Hand
31) ... Knowledge was required and they were attempting to circumvent the system. It’s also obvious that the CIA lawyer aided the leaker in bypassing the system since they surely knew that the Form was required and it demanded First Hand Knowledge. It’s also pretty obvious that

This is exactly why the leaker sent a letter to Congress bypassing the proper procedures. It’s pretty obvious also that the ICIG retroactively revised the Form to now allow hearsay instead of First Hand Knowledge.
33) My huge question is who was involved in coordinating the leaker letter dated August 12, 2019 with the modification to the Disclosure of Urgent Concern Form stating ‘modified August 2019’ with metadata of September 24, 2019?
34) This same question appears to be bothering Sens. Johnson, Grassley, and Lee who formally requested on September 30, 2019 that the ICIG explain why he modified the Form and what prompted him to make the change from First Person information only to allowing hearsay.

1) Please provide all previous versions of the “Disclosure of Urgent Concern” form and indicate the dates when each version was in use.

2) Why did the IC IG initially require first-hand information in its May 2018 disclosure form? Why did the IC IG remove the requirement for first-hand information?
3) Prior to May 2018, did any intake form or practice require first-hand information?

4) How many whistleblower complaints has the IC IG dismissed or prevented from following the ICWPA process because they did not contain first-hand information? How many complaints have been filed since the August 2019 form change?
38)

5) When did the IC IG begin using the current version of the form, which notes that it was revised sometime in August 2019?
6) Who is authorized to make revisions to the form?
39)

7) Who initiated a) the approval process for the May 2018 form and b) the August 2019 revision concerning the first-hand versus second-hand information requirement on the form?
40)

8) Please list all personnel who were involved in and approved both the May 2018 and August 2019 versions of the form.
41)

9) Did the IC IG provide any notice, formally or informally, about a) using a form that required first-hand knowledge or b) revising the form to no longer require it? If so, please explain in what manner and to whom. If no notice was provided, explain why not.
42)

10) Did the administrative processes by which the most recent version of the form was approved differ in any way from the processes used to approve prior forms? Please explain.

11) Please provide all records[6] discussing the creation of the May 2018 form as well as the change in reporting standards found on the August 2019 form

50) Amb. Voker made ‘five key points’ in his testimony:

“First, my efforts were entirely focused on advancing U.S. foreign policy goals with respect to Ukraine.”

“Second, in May of this year, I became concerned that a negative narrative about Ukraine, fueled by assertions
51) ... made by Ukraine’s departing Prosecutor General, was reaching the President of the United States, and impeding our ability to support the new Ukrainian government as robustly as I believed we should. After sharing my concerns with the Ukrainian leadership, an advisor
52) ... to President Zelenskyy asked me to connect him to the President’s personal lawyer, Mayor Rudy Giuliani. I did so. I did so solely because I understood that the new Ukrainian leadership wanted to convince those, like Mayor Giuliani, who believed such a negative narrative
53) ... about Ukraine, that times have changed and that, under President Zelenskyy, Ukraine is worthy of U.S. support. I also made clear to the Ukrainians, on a number of occasions, that Mayor Giuliani is a private citizen and the President’s personal lawyer, and that he does

“Third, at no time was I aware of or took part in an effort to urge Ukraine to investigate former Vice President Biden. As you will see from the extensive text messages I am providing, which convey a sense of real-time
55) ... dialogue with several different actors, Vice President Biden was never a topic of discussion.”

“Fourth, while executing my duties, I kept my colleagues at the State Department and National Security Council informed, and also briefed Congress, about my actions.”
56) “Fifth and finally, I strongly supported the provision of U.S. security assistance, including lethal defensive weapons, to Ukraine throughout my tenure. I became aware of a hold on Congressional Notifications about proceeding with that assistance on July 18, 2019, and
57) ... immediately tried to weigh in to reverse that position… I did not discuss the hold with my Ukrainian counterparts until the matter became public in late August. The position was indeed reversed, and assistance allowed to continue, within a few weeks after that.”
58) Clearly Amb. Voker states his personal goal with respect to Ukraine is to seek U.S. foreign policy goals. He testified that an advisor to President Zelenskyy asked to make contact the President’s personal lawyer, Mayor Rudy Giuliani. At no time was he aware of or took part
59) ... in any ‘effort to urge Ukraine to investigate former Vice President Biden.’ Throughout the entire process he kept all parties informed of his actions with respect to Ukraine.

66) And finally, Congressman Ralph Abraham, called for the expulsion of Representative Nancy Pelosi from the U.S. House of Representatives and introduced a House resolution to that effect. The resolution, H. Res. 620, would also vacate the Office of the Speaker of the House.
