1. NSC lawyers were aware of concerns before the call took place - based on how the WH is set up NSA Bolton was too.
2. Whomever signed off on scheduling the call officially ( Mulvaney) likely aware too - but it went forward
3. Normally ( nothing about how this WH operates is normal) - TPs are given to @POTUS and the NSA, policy leads, and often an NSC lawyer prep POtUS - including on what not to say or what to watch out for.
4. NSC Legal is supposed to ensure that the President doesn’t break the law. #Legal (that’s how we used to refer to them) should have consulted with WH Counsel or called @TheJusticeDept - instead they engaged in a cover up.
5. Wouldn’t have been authorized to do so without high level direction
6. The people that should have been addressing concerns were trying to cover them up.
7. More than a feeling should motivate senior officials - Bolton and his deputy being concerned is one thing - ensuring that the President doesn't abuse power should have translated into action.
8. We know from the Volker / Sondland Texts that they + Rudy wanted a call to happen w Zelensky. Shadow NSC strikes again. Sounds like they prepped him for the call.
