@kvijayraghavan @PrinSciAdvGoI @DSTCPRIISc Knowledge has been the driver of social and economic change. Around 54% of our industry workforce is not skilled. This is not good for a knowledge-based economy. Rural reach is also key to bridge the Rural-Urban divide (India and Bharat).
Research is necessary for a knowledge-based society. 95% of our students go to a state university, where very little research is done! Research is not focussed on our issues and import heavy! There is a need to scale up local resources for conducting research.
Restrictive access to research resources (security), even in digital time! Those having access and expertise #DigitalElite are driving the decision-making in those who do not have access. Edifice on which these #DigitalElite stand needs to crumble will help access to knowledge.
We need to make our institutional archives, resources to be available to all. especially those that are off-copyright. @ibiology gets a mention along with Dr Ron Vale :) @ExploreBiology biology the open textbook of biology that gets updated!
However, as compared to Rural Students, Metro students are rarely using these digital resources optimally. Need to scale up #Scicomm in local languages. Both Digital and Print solutions are needed to increase the chance of acquisition of knowledge in society.
Overthrowing current edifice of #ImpactFactor #NumberofPublishedPapers #Awards, it needs more time to change this system. We need to combine connectedness with Expertise. Middle ground needs to be explored.

My opinion here: People should really write down their questions, we often misuse our time. The question now is Open-Access is becoming Open-Abuse movement. @PrinSciAdvGoI says Open-Access doesn't mean only Open-Access Journals who are producing low-quality research output.
Knowledge and Skills are two different issues. Access means through various languages. The translation is essential. Bi-Lingual necessary.

@iiscbangalore already has a cluster Joint Astronomy Programme (JAP) but the growth has been linear. There is a need to have global data availability.
Plan S: April 2020-April 2021. Business as usual till then.

@OSPInfo @PrinSciAdvGoI There is a huge knowledge divide. Nearby knowledge centres need to clusterize and use the knowledge resources available to them nearby (teachers, instruments, expertise, courses, credits for research etc). This is a great suggestion by @kvijayraghavan
@OSPInfo @PrinSciAdvGoI @kvijayraghavan @PrinSciAdvGoI has also spoken about data-sharing guidelines are coming. Knowledge generated needs to machine-readable too. A question says @CSIR_IND labs issues with continual skill development, especially when a project gets over, concerned people get left behind.
It will be ~$210 million and ~$28 million actually. As per today's exchange rate :). Had to correct :)
