While I was in Strasbourg, I took a day trip to #Vauban, the famous car-light neighborhood in Freiburg im Breisgau. This former French army base/barracks was turned into a model for sustainable living in 1999. It's fantastisch. 
It features filtered permeability. You can have a car, but can't take it everywhere throughout the neighborhood. Most people walk and bike. It is within close walking distance to the tram.
Access to nature and just greenery in general made it feel as though Vauban was a natural part of the environment. It's hard to explain. This is an urban neighborhood, but with a stream and trails and trees everywhere.
They have housing for people with mental health issues, their own district energy plant, businesses to serve many needs (bikes/hair/therapy/cafes/grocery/exercise), and yes even a parking garage featuring large solar panels
Immediately I thought how @HazelwoodGreen could incorporate some of these aspects and how far along they already are in thinking along these lines.
