Trump recognizes AG Bill Barr who is attending #IACP2019. “Thank you, Bill. You’re doing a great job.”
"Bill Barr is doing a fantastic job," the president says before encouraging the audience to give him a round of applause. Trump says the AG will announce a crackdown on violent crime targeting gang members and drug traffickers. "We're going to be doing something very dramatic."
"We will always protect our Second Amendment, always." - Trump. The president then talks about rolling back regulations and says "no longer will federal bureaucrats micromanage local police."
Trump says "an attack on law enforcement is an attack on all of us," adding that "criminals who murder our police should get the death penalty." The president mentions bringing back the federal government's program providing surplus military equipment to local police agencies.
Trump called up acting DEA Administrator Uttam Dhillon to the stage at IACP and told him: "soon you will not be acting."

The DC Circuit has lifted the injunction prohibiting the executions of Corey Johnson & Dustin Higgs after they both contracted COVID-19 on death row. In concurring with the order, two circuit judges write, "The Eighth
Amendment 'does not guarantee a prisoner a painless death...'"
Additional appeals in the case are likely today and order gives until 9 a.m. ET for petition for rehearing or en banc. But DOJ has been successful in the past in getting a green light from the Supreme Court to proceed even after lower courts put federal executions on hold.
Lawyers for Johnson and Higgs have filed a petition for rehearing en banc with the DC Circuit.

TERRE HAUTE, Ind. (AP) — Keith Nelson, who killed a Kansas girl in 1999, is the fifth federal inmate executed this year.
AP's @mtarm reports Nelson wouldn't respond when asked if he wanted to make a final statement. He remained still as the lethal dose of pentobarbital was injected. His chest appeared to heave and shutter involuntarily. He was pronounced dead nine mins. after the execution began.
Cherri West, the mother of Pamela Butler, the young girl who Nelson killed, said his death had brought her some peace and hoped it would bring "Pam's soul peace." Nelson had grabbed the 10 y/o off the street in 1999, then raped her & fatally strangled her with a wire.

In a court hearing this morning, Keith Nelson’s lawyers argue that there would be clear irreparable harm if their client is executed today while litigation plays out on execution protocols. “I don’t think it is clear,” the judge says. Nelson is scheduled to be executed at 4 p.m.
"I have no reason to dispute their assertion they are not using an expired drug," Judge Tanya Chutkan says on question about the pentobarbital that BOP would use to carry out today's execution.
Judge Chutkan just asked DOJ lawyer Jean Lin to explain how it wouldn’t be irreparable harm if the court were to rule that a prescription is required but the government wouldn’t get one.

TERRE HAUTE, Ind. (AP) — Lezmond Mitchell, only Native American on federal death row, executed in Indiana despite tribal sovereignty objections.

I spent the week w/ AG Barr in Detroit, Kansas City & Cleveland for an on-the-ground look at Operation Legend. What we saw was clear: police embracing the help & working side-by-side with federal agents to solve violent crime. Cops and DOJ say they're instrumental to each other.
In Detroit, we watched agents raid a motel that’s been a hotbed for violence. Five were arrested; 3 oz. of cocaine, 1 oz. of fentanyl & gun recovered. On a ride-along, Police Chief James Craig said it's an example of the important partnership & fed charges means more prison time. Image
