Listen I really don't want to get salty on this bird app about dumb things but yes the arrangements the President allegedly made are extortion and *also* a quid pro quo, please do not get your understanding of law from Twitter
Literally you can get this from Wikipedia and you can *also* get the concept of quid pro quo leading to political corruption from such famous court cases as Citizens United.

My own personal agenda is that we should be talking about Citizens United all day long because it marks the exact moment that US politics went off the rails.

In any case, the derisive use of "quid pro quo" as shady is well-established in cases having to do with things like sexual harassment. It is perfectly fine to call "asking Ukraine for help to corrupt the US political process in exchange for favors" a quid pro quo.
