The weapons package outguns all other weapons systems in the region and will give India the ability to engage Pakistani jets from a distance without being tracked. Also, airto-ground SCALP missile will be able to take down virtually any target within Pakistani soil.
SCALP: Precision long-range ground attack missile that can take out targets with extreme accuracy. Has a range of much over 300 km, which means that for Balakot-type operation Indian jets would not need to cross LoC and could conducted the strike from within Indian airspace.
METEOR: Beyond visual range air-toair missile that is possibly the best in its class. Can take out enemy aircraft at a range of over 100 km. Has a no escape zone of over 60 km and the missile easily outclasses the Americanorigin.
What are the Indian specific modifications made in Rafale?

While other nations, including France and Egypt operate Rafale jets, the ones supplied to India are more advanced and modified to meet specific requirements.
Helmet mounted sights & targeting system to give the pilots lightening quick ability to shoot off weapons.

Ability to take off from high altitude airbases like Leh on a ‘cold start’ for quick reaction deployment AMRAAM currently with Pak with dead accuracy.

My take: The article seems to have a bias against the SU-30. Some of their conclusions are not accurate.
My take 2: There is a big debate on the F-16 vs SU-30, which is not conclusive by any means. SU-30 has a better radar than the F-16, but the SU-30 has a far bigger radar signature. The 120C missile maybe better than the R77, but it's not conclusive. Many factors are involved.
My take 3: Rafale is indeed a game changer. PL15 missile is a big issue, but in a fight, the JF-17 radar has to detect a Rafale first, but once Rafale turns "active stealth" on, the JF-17 wont even see it coming until the missile warning system tells it that is about to get hit.
My take 4: "Active stealth" is not a Rafale fantasy even that few people are familiar with it. When attacking Libya, at one point, the Rafales turned active stealth on and they disappeared from radar screens. It's battle tested. "Active stealth" is part of the Spectra EW suite.
My take 5: Active stealth is achieved by electronic means. Rafale has sensors around the aircraft. They detect any incoming radar signals & Spectra can then generate it's own radar signal in the same frequency, but with opposite phase, thus canceling the incoming signals.
