This proverb specifically denotes the Milliarium Aureum, erected by Augustus outside the Temple of Saturn.

This is what Q means.
The Temple of Saturn is at the base of Capitoline Hill, one of the Seven Hills of Rome. It is dedicated to Saturn, and Capitol Hill is named after it.
And then there is Saturnalia, the ancient festival held from December 17-23.

Interesting numbers.
Looks like we know why they're communists. The historian Justin wrote that Saturnus was a real person, ancient King of Latium and ruler over the Golden Age in which private property doesn't exist.

This is likely the origin of the freemen of the City of London Corp.
