Good morning y’all. We will at Corliss today for CPS’s 3rd School Funding Workshop. Please see our previous thread for slides:
A reminder of the overall process: Image
Transparency, Equity, Sustainability and Stability are values that will inform this process
Guiding Questions for our discussion: Image
CPS’s timeline: Image
A few facts that have been said before but should be repeated. 1.6 billion of revenue is devoted to teacher pensions (900 mil, as a result of not paying into the pension for years) and debt service (665 mil, for capital improvements).
5.1bil goes towards school support. 1.2 bil for citywide supports and 3.9 bil for school managed funds.
Small groups in action! Image
Small Group Share Out Time (1 Big Idea, Q's we still have, and who is missing from this table). I am going to aggregate by question instead of by group:
Big Ideas:
- More money for small schools, schools undergoing transitions
- Blow this system up
- The State should take more responsibility for debt service
- Transparency needs to be REAL, not a media show.
- There needs to be clear communication to all stakeholders
Big Ideas:
- Funding should follow the student
- More funding for Sp.Ed and Low Income
- While all schools are technically underfunded by the state, we need to elevate those schools with even higher needs
- Holistic engagement with stakeholders
Big Ideas:
- Expand the foundational positions to include AP, bilingual, Sp.ED.
- Increase the adequate baseline for each school
- Promote/Eliminate Charters that cause competition and divide community
- Provide more wrap-around services and adjust throughout the year
Questions Still:
- How do we get support for schools undergoing massive transitions & schools with no LSCs?
- How can we change the current system of distribution?
- When Title 1 funds are not used, where do they go?
- How are charter schools funded? (not mentioned at all today)
Questions Still:
- What data/evidence (including community & network input) determines truly equitable needs?
- How do we monitor the LSC & hold the LSC accountable and prevent conflicts of interest?
- How are the district & the people determining what each student needs?
Questions Still:
- How was communication about this workshop disseminated?
- How have the for-profit charter schools impacted the local schools?
- What is the optimal $ amount for diverse populations?
Who is Missing:
- MORE parents, parents without capacity, parents from schools that labeled poor performing or bad by the SQRP system
- Most Common: Youth, Electeds, Teachers, Principals
- Other: Business Leaders, Mental Health & Bilingual Advocates, Social Service Provider
