Scoop: Trump is preparing to divert $3.8B in total from programs across DOD, including a controversial war account used to fund emergency requirements, as well as the procurement of ships, aircraft and Army vehicles, to build the wall. My latest foreignpolicy.com/2020/02/13/tru…
The most controversial piece of this is that the White House is proposing moving money ($1.6B) from the Overseas Contingency Operations account, which is used to fund emergency requirements, even as DOD deploys tens of thousands more troops to the Middle East to counter Iran
That $1.6B included: $1.3 billion for the National Guard and Reserve Equipment fund, $169 million for Air Force C-130Js, and $160 million from MQ-9s.
The $2.2B from DOD's base budget includes: $201M for Army vehicles, including Army National Guard HMMWV mod; $233M for Navy F-35; $155M for V-22; $180M for P-8A; $650M for LHA replacement; $261M for EPF; $156 for Air Force F-35; $196M for C-130J; $180M for Light Attack

The Pentagon is surging support to Israel's defense, including air defenses and ammunition, senior DOD official says.

DOD is contacting US industry to expedite shipping of pending Israeli orders for military equipment.
DOD is also working across the enterprise, including with US Central Command, to assess what munitions and other equipment are in US inventories that "can be made quickly available for Israel."

All of this is being done within existing authorities.

-Canada committed another $500M package, including more than 200 air defense missiles
-US, UK, Denmark and Netherlands contributed funds for additional missiles

"From a military standpoint, we have relatively few ATACMS. We do have to make sure that we maintain our own munitions inventories as well."
Milley also says that based on the massive consumption rates of ammunition seen in the Ukraine conflict, DoD is now reviewing its estimates for the key munitions required for various contingency plans.

BREAKING: The U.S. gov as detected and is tracking a high altitude surveillance balloon that is over the continental United States right now.

"We do not doubt that this is a PRC balloon," said a senior defense official.
President Biden was briefed and asked for military options. @SecDef convened a senior DoD leadership yesterday, and officials discussed shooting it down. Top generals strongly recommended against that "due to the risk to safety and security of people on the ground."
This is not the first time DoD has detected a balloon of this nature over the continental United States
