Make a nation-wide tracker with an app & emergency alarm function and get it installed on the phones of all District Magistrates, SPs, CMOS etc.

You get the idea right. Basically an integrated nationwide tracker with automatic alert & update option.
Add test & treatment status on to it & you will have single dB for monitoring and also active operations.

This needs to be designed, developed and deployed immediately. A skeletal one putting all DMs on a platform with alert options at least. Then further integrations.
Make it configurable so that the same can be used within a district also.
