NEWS: President Trump has upended the federal panel overseeing the $2 trillion coronavirus law -- removing the Pentagon inspector general who was supposed to oversee it and naming a new acting replacement.

@connorobrienNH The news began circulating on Capitol Hill Tuesday morning. Glenn Fine, who was acting Pentagon IG, had been named by his colleagues to oversee the coronavirus panel.

But Trump named the EPA inspector general to take Fine's position, negating Fine's appointment.

UPDATE: One consequence of Trump's move on the DOD IG: EPA oversight could suffer. Trump is asking the EPA IG to oversee both departments -- and DOD is massive.

JUST IN: Attorneys for Rick BRIGHT who claims he was removed from his post for pushing back against Trump's promotion of hydroxychloroquine, say he'll be filing a whistleblower complaint with the HHS inspector general.
FWIW, the Ukraine whistleblower used the same route for his complaint: a report to the inspector general, who then had the task of deciding whether it is "urgent" and reportable to Congress.

The intel community IG, Michael Atkinson, was fired recently for deciding it was.
There's a different process for intelligence community whistleblowers than broader federal employees, but there are multiple avenues for public disclosures — including Bright's decision to file a complaint with the Office of Special Counsel (which has nothing to do with Mueller).

NEW: Acting DNI Ric Grenell has replied to Schiff's demand for info about the Atkinson firing and other personnel changes at the IC.

Instead of offering answers, he slapped at Schiff for failing to acknowledge the appointment of 2 women to senior posts.

JUST IN: The Senate Intelligence Committee affirms the intelligence community's conclusion that Russia acted to aid Trump in 2016 — and explicitly breaks with the House GOP.

"The ICA reflects strong tradecraft," said Burr.

Burr's comment rebuffs this line from the House's 2018 report:

"(U) Finding #16: The Intelligence Community Assessment judgments on Putin's strategic intentions did not employ proper analytic tradecraft."
Unlike House GOP report, Senate finds "specific intelligence reporting to support the assessment that Putin and the Russian Government demonstrated a preference for candidate Trnmp."
