Last night, Jakarta Gov Anies Baswedan finally issued a decree on how the capital’s large-scale social restrictions (PSBB) will work. It’s basically what the city has been doing but this time it is an order with real legal consequences. Here’s what you need to know.

THREAD:
This PSBB is effective starting today until Apr 23 but can be extended. Under the law on health quarantine people who violate the PSBB order can face up to one year jail and/or a fine of up to Rp 100 million.
Schools, universities, courses, research centers will have to close during the PSBB and conduct home-based learning, except healthcare related training centers.
Offices and business have to close or have their employees work from home. Government offices, embassies, SOEs and NGOs participating in the fight against COVID-19 can work at their offices but with a skeleton crew.
Also exempted are the following sectors:

1. Healthcare
2. Food and beverage
3. Energy
4. IT, communications and media
5. Finance and banking
6. Logistics
7. Hotels
8. Construction
....
9. Transportation
10. Basic needs and laundromats

But if a worker becomes a patient under observation, that particular office must shut down for at least 14-days regardless of what sector they are in.
F&B businesses can only serve takeaways. No dine-ins

Hotels must close its restaurants, bars, gyms, halls, pools and have special services for people told to self-isolate.

Houses of worship must be closed for worshipers and visitors.
People are barred from staging gatherings involving more than five people. That includes you, you mingling minglers. Public spaces will be closed and all political, sports, entertainment, cultural events and seminars will be barred.
You can still get married but only at religious affairs offices or civil administration offices with a limited crowd. No wedding reception. Funeral services can be performed but with a limited crowd.
No GoRide and GrabBike. Public transportation will run at specific time and capacity lowered by 50%. Private cars can only be filled with half its occupancy. Private motorbikes must not have any passengers. Everyone must wear face masks.

Note: Polda Metro Jaya Traffic Director Sambodo P. Yogo clarified that personal motorbikes can still carry passengers because it’s the primary method of transport for many Jakartans, but riders must all wear helmets, masks, and gloves. This is contrary to the earlier announcement
