Barr: I'm talking about justice. What's justice in this case? Justice is pursuing these 2 bag men? Is sanctions against Libya enough? I believe retaliation should be taken against Libya...massive retaliation against Libyan military targets.

Bush felt powers of Presidency severely eroded by Hill Dems. I chaired group of General Counsels from all exec agencies. We set uniform standards on how you handle document requests, how you serve executive privilege, what Congress can get, what they can’t get.
I had a run-in w/ Colin Powell about Gitmo. They'd say Gitmo is a military base & why are all these people here. I'd say...we're not bringing these people into US. Maybe Gitmo should be turned over to INS & used as a processing center as opposed to whatever you people do with it.

Barr: Oh, yes, using the military in drugs was always under discussion. I personally was of the view it was a national security problem. I personally likened it to terrorism.
ATF. Guns & bombs & kicking in doors & stuff, that’s Justice Dept...not revenue function. You want to do alcohol, fine. Customs? Fine. You worry about widgets...that haven’t paid duty...But 18 Blackhawks...in FL flying over, doing drug bust is not customs. That should be Justice.
Justice Dept definitely would resist independent litigating & law enforcement authority. here was constantly a problem with Inspector Generals...I tried to slap wrists of IGs & curtail their authority...Proliferation of law enforcement or litigation authority is constant problem.
