Overall, Trump's COVID-19 trade policy is incoherent.

This week, Trump slapped export bans on respirators, masks and gloves.

An export ban would be devastating if it leads to retaliation: America buys 5x the amount of IMPORTS of these PPE as it exports.

Also, Trump slapped the export ban on the same respirators, masks over which he continued to impose tariffs - stopping imports, contributing to shortages - until **March 17**...

These excellent investigative journalists spent much time reading and digging through super boring, but super important documents.
