I think, again, Donald Trump has failed my "reasonable official" test. A "reasonable official" would have at least passing familiarity with the Constitution of the superpower over which he or she officiates.
And a "reasonable official" may be expected to familiarize himself with local culture, history, and mores. A reasonable American official would know that the locals might be perplexed--even vexed--were he to liken our presidency to an absolute monarchy in the style of Louis XIV.
